San Jose Vision for Attracting AI : San Jose Mayor Matt Mahan is pushing for measures to attract the next generation of AI startups to the South Bay. He’s urging the city to consider incentives for AI companies to establish or expand their presence in San Jose. Additionally, there’s a focus on enhancing city services through AI to make them more efficient and accessible.
The city’s Rules and Open Government Committee has given the green light to these ideas, proposed in a memo by Mahan, Vice Mayor Rosemary Kamei, and Councilmember David Cohen. The plans are now pending final approval by the San Jose City Council.
Mahan highlighted San Jose’s role as a contemporary embodiment of “made in America.” The city boasts the largest and most diverse talent pool in the country, giving it a competitive edge.

Various strategies are being considered to entice AI companies to San Jose, such as offering discounted utility rates, potential tax and fee rebates, and potentially subsidizing or fully covering office space leases or rents. Mahan is also exploring how AI can be harnessed for more efficient traffic management and a streamlined permitting process for city developments.
San Jose’s appeal lies in its proximity to renowned hardware, software, and semiconductor companies, making it an ideal destination for AI businesses. Moreover, downtown San Jose is home to San Jose State University, which houses a growing AI department and has recently introduced a master’s degree program in AI.
Assistant City Manager Lee Wilcox confirmed that the city will investigate the viability of these proposed incentives and will return with budget proposals for further exploration early next year.
